David Boas The firm is managed by Mr. David Boas, who has held various pivotal
positions in the Israeli economy, amongst them that of Director of Budgets
in the Ministry of the Treasury (1987-91)
Prior to his appointment as Director of Budgets, Mr. Boas also held several
senior positions in the private sector. In 1979 he was appointed Vice President
of Finance at "Iscar - Hard-Metal Industries" and a year later he was appointed
as Vice President for Marketing and International Operations, a position
which he held until 1983. From 1983 to 1987 he served as the General Manager
of Cymmatron Ltd., (a subsidiary of the Clal Holding Company), which specializes
in the development of CAM/CAD software.

Mr. Boas has been involved in various macro-economic issues with public-policy
implications. He has chaired several public commissions on matters related
to defense, wages, agriculture, etc.

In particular, Mr. Boas has been active extensively in the communication
sector.

In 1991 The public committee which he headed submitted to the Government
its report on opening up the communication sector for competition.
|

This report, adopted in full by the government, brought about an extensive
liberalization of the communications sector for competition and the publication
of international tenders for a third cellular telephone service operator
(1994) and for two additional international telephone communication service
operators (1995).

During 1993-1994, Mr. Boas served as a strategic adviser to the Minister
of Communication and, early in 1996, he submitted to her the report of the
public committee, which he chaired, regarding "The Examination of Licensing
and Regulation Structure in the Communications Sector".
